The GPRA was enacted to improve the management of Federal agencies by requiring an emphasis on planning and results. As the strategic plans are developed, agencies are required to consult with Congress and other stakeholders on their draft strategic plans and incorporate suggestions or concerns in the plan submitted to OMB.
"The Committee is encouraged that Federal agencies are making an effort to fulfill the
requirements of the GPRA. The agencies within the jurisdiction of the Subcommittee on Labor,
Health and Human Services, and Education, and Related Agencies have been in consultation
with the subcommittee on their draft plans, and we encourage that process to continue."
CBO estimates that the bill would result in outlays of $188.6 billion in FY 1998; $40.5
billion in FY 1999; $10.2 billion in FY 2000; $1.2 billion in FY 2001; and $80 million in FY 2002 and future years. ** Summary Chart (PDF format)
As of press time, no official "Statement of Administration Policy" with respect to S. 1061, as reported, was available. However, a number of the Administration's preliminary concerns with the bill were detailed in a July 24, 1997 letter from OMB director Franklin Raines to Senator Specter.
